Community Nonprofit Cultural Management Mode Of Social Research

Establishing the system of public culture service is important development of the cause of public culture in the reform of cultural management system, but also the result of changing government working function in the new situation of market economy system. As the major part of the system of public culture service, the cause of community public culture contributes to safeguard and build up people's culture right. The mode of government ruling the cause of community public culture adopted in most communities, has played a role but with various problems. With the deepness of reform and opening-up, the integration mode of Chinese city has been transformed into community governance, which means the management of community public affairs has come to the management of polybasic power from the management of single power. Some communities are striving to explore a new type of management mode of the cause of community public culture——socialized management, which guided by governance theory, consists of government, non-governmental organizations, enterprises, community residents and so on equally attending to negotiate and cooperate to manage the cause of community public culture together. The socialized management involves the innovation of each level, such as government principle, system and operation, etc. At present, excellent achievements have been obtained by socialized management of the cause of community public culture in some communities. It helps to promote government working talent role, offer culture service efficiently, integrate social resources, cultivate residents'self-management, raise the level of community culture, all of which proves that it has the value to spread out. But there existed a few problems restricting its spread need government to solve further.This article is divided into four parts totally to elaborate the socialized management of the cause of community public culture. First part introduces the background, the basic concept, the significance of title, and outlines the research achievements in foreign land and in our country. Chapter two analyzes the traditional management of the cause of community public culture, including the system background, its operation and the existent problems. Chapter three inspects the birth and the operation of the socialized management of the cause of community public culture, analyzes theoretical setting, practical conditions, the outline of three cases, and then evaluates its effectiveness. Chapter four elaborates the element restricting to spread the socialized management, and what action government should take.
