The gunshots draw back the prologue of anti -Japanese war and national reconstruction at lu Gouqiao in 1937. At the moment of crisis bearing on national existence, It is necessary to rouse national spirit and mobilize all strength to resist against foreign aggression unanimously. So the national government carried out the national educational system which has characteristic of unification of the state and the education and unification of education for children and adult. The new educational system also can advance national spirit and accelerate the victory of the Anti-Japanese war. The order of the national educational system is to universalize the national education, which needs excellent teacher procession. During the anti -Japanese war, elementary education gains considerable progress because of the governments at all level take it seriously and many primary school teachers make great contributions to it. But in the subsurface of development, the elementary education has many problems. Not only primary school teachers fall short of the qualifications, but also the quantity of teacher procession is serious insufficient. There are many reasons for it, for example, the lagging of the teacher education,the lower salary standard etc. The lower salary standard is major factor. The salary standard of primary school teacher is not only very low but different with great disparity which affects the improve of the teacher' s professional quality and stability of teacher' s occupation.To enhance teacher' s professional quality and provide enough teachers for elementary education, the governments at all level adopt many measures. For example, executing calibration system and carrying out initial teacher training of different levels. But these measures don not achieve good resultsOn the whole, the development of elementary education during the anti -Japanese war Is more in quantity than in quality.
