Physical education in the police institutes is an organic part of physical education of colleges and universities. By contrast of development track of physical education between police institutes and universities, the following problems are found out in the sports teaching in police institutes: the idea of physical education is behind, the teaching aim is simplistic, the teaching system is not scientific, the teaching organization overlooks the extracurricular activities and morning exercises and the direction of teaching assessment is not very reasonable.As the educational reform increasingly deepens and educational thoughts deeply changes and new requirements to physical strength, skill, body and psychology from police work in new times, police institutes should not only develop technical education but also physiques education and even health education which helps students grow. In order to meet the pluralistic aim of police physical education of the new times, based on the basic theory of physical education of universities and special characteristic of police institutes, the article put forwards to set up the sports teaching pattern of integration of in class and after class in police institutes, which is mainly concerned about idea of physical education, course aim, teaching contents system, the structure and function of sports process and assessment contents and methods.
