The eighth curriculum reform in elementary education and the establishment of new IT curriculum standard in high school provide a new chance for the construction of IT teaching material. Grasping the structure of teaching material is one of the core works of teaching material compilation, and it is also one of core contents of IT curriculum construction. According to the basic idea which claims the human being is the basis in the curriculum reform, human being is the root of teaching material structure. "Activity" is the basic way that the human being exists and develops. Only with the aid of this medium, the main body and the surroundings all obtain the development. It includes the development of human being-educational most hypostatic thing. Thus, Constructing IT teaching material structure from the vision of activity learning will conform to the tendency of the curriculum reform and meet the needs of the curriculum development.The analysis to IT teaching material indicates that activity spirit is absent in IT teaching material with the limit of thinking from single dimension, which is unable to satisfy the request completely that teaching material should develop the human being. In fact, information technology should contact with activity as a application subject. Therefore, this article intends to discuss the essential characteristics of activity learning and its concrete manifestation shape which supports "activation" teaching material, and points out that information activity and technical application are duality of IT learning activity combined IT curriculum's own characteristics, and clarifies the obscure interlaced relationship of duality further. It will clear off the clue and explicit direction for the construction of the teaching material structure.Under the view of activity learning, this article begins the construction of teaching material structure with three dimensions in turn as follows content structure, the organizational structure and the shape structure around duality. In the content structure, we take duality as the clue and establish academics knowledge system. Then we should come close to life to choose a material and choose the valuable subjects to enrich the content of teaching material. In the organizational structure, we construct the construction separately from three dimensions of macroscopic view, center view and microscopic view. And we construct the sequence structure and the level structure around the essence of duality. We construct the structure of linear type, continuously divided type, comprehensive type, individual-extracurricular activity type, community-lesson activity type, individual-lesson activity type and community-extracurricular activity type. Paying attention to the usage of activity strategy in the teaching, we construct the structure of related type, game type, situation experienced type, question to inquire type. In the shape structure, we point out that the graph and text are also the objectives of the activity constructs and discuss the expression of graph and text that favor the construction of activity.
