Academic Power And Administrative Power Relations

The organizing identity of the Universities determines the external existence of the academic power and the administrative power in the Universities. The conflict and coordinating between the academic power and the administrative power form the main content of the power running in the Universities. The way to deal with the relationship between the academic power and the administrative power is the import issue of both theory and practice in high education. The Universities have entered into the social center from the social edge during the historical process of the development of the high education in the background of knowledge economy. The internal administration of the Universities has been changing, and the traditional administrative mode has met a big challenge. The forming of the internal power mode of the Universities has become the important issue which has an important bearing on the future development of the Universities and needed to be solved exigently.This article defines the concepts of academic power and administrative power in the Universities, introduces the foreign experience in university power mode analysis, analyzes the internal power mode in the Universities, and clarifies the importance and proofs in forming the internal power mode of our Universities. The article studies three different types of the Universities: research type, teaching-research type and teaching type, and recommends three corresponding power modes: academic guiding power mode, academic administrative balanced power mode and administrative guiding power mode accordingly. The author recommends four ways to construct the internal harmony relation mode: owning decision-making power of itself to reduce the interfering by the outside power, setting up the arbitral authority to supervise the power, modifying the relevant rules and regulations to perfect the power running process, and exerting the function of the president in coordination to build the good academic atmosphere According to the different types of the Universities, the author suggests: to the research type Universities, establishing the directorate system, rebuilding the relation between the party committee and the administration, forming the flexible matrix power structure; to the teaching-research type Universities, strengthening academic organizations, perfecting the academic system, forming the flat organizing structure; to the teaching type Universities, strengthening the rules and regulations, enhancing the administrative efficiency, forming the firm bureaucracy structure. The corresponding power modes should help to push the development of high education and Universities healthily, quickly and orderly.
