To develop higher education rapidly and harmoniously is the key factor of the core competence. The university is the support and carrier of the higher education, and a sensitive cell of society. In recent years, the universities had some outbursts which had caused death, property loss, and destroy of the campus environment. All these things threatened the social development and stability. The outburst things like these we call them university outbursts. If outbursts happened in universities, the aftereffect would be fearful, thus the reform, stability and development would be threatened. So how to deal with outbursts and ensure the stability and development is the aim of emergency management in university. The intention for studying university emergency management is to elude outbursts and reduce the harms. The articles introduce emergency management into university management, which is used often in public management and business management. In my opinion, emergency management in university is a kind of systematical and designed reply behaviors and dynamic management process which is carried out by education supervisors when facing outbursts and potential threats.There are four parts: the first part is about the concept and the importance of the emergency management in university. The second part describes the main problems under the current university management system, caused by psychological problems, network, diploma, safety accident and style of study, etc. The third part analyzes the main factors which cause outbursts from three levels: the loss of crisis consciousness, the emergency management system distemperedness and the nonstandard replying behaviors. The fourth part puts forward the solution, discuss how to build the emergency management system, and reduce the outbursts harms in university from three aspects: the improvement of the crisis consciousness, the perfect of the emergency management system and the education of crisis knowledge.
