The competition between universities is in the effect of the rivalship of their talented faculty. As to Hunan University of Traditional Chinese Medicine, a university with limited outer resources and lack of the variety of academic disciplines, how to establish a scientific talent-motivation program has become a priority for the university. This program can stimulate teachers' enthusiasm, initiative and creativity as well as enhance the efficiency of school management and increase its core competitive strength and promote the development of the school.The author adopted the following methods in his research- theory review, literature explication, questionnaire, following-up survey, regulation study, and real case study, etc. to analyze the main problems in faculty motivation and designed a faculty motivation program in the light of the reality of his own university, based on the theory of motivation, the successful experience in faculty motivation, home and abroad, and the adoption of the research method of qualitative analysis combined with quantitative analysis.On the basis of the previous analysis, the author discovered the following defects in the faulty motivation program of his own school--the imperfect faculty recruiting system, the unscientific system of faulty performance assessment, the unreasonable payment system, and the school authority's unconsciousness of faculty needs. According to these defects, the author designed a new faculty motivation program which is workable and suitable for the school's sustainable development. With the following factors included--the construction of a more motivating post recruitment management mode, the construction of a more scientific and reasonable faculty performance assessment system, the foundation of a more flexible payment system and the implement of a more flexible on-job training mode, it can achieve the purposes that the teachers' rank will be stable, the teachers' satisfaction will be improved, and the potential of their's will be aroused and the school's comprehensive strength will be enhanced also.
