The P.E. teaching reform in regular institutions of higher learning has gone from theoretical discussing stage into the substantive practicing stage. During the process, some new teaching thoughts, teaching ideas and related teaching reform theories need to be carried on and to be improved in practice. Also, some concrete teaching reform measures need to be examined and popularized. By using scientific research methods such as making use of documents, investigating, mathematically and physically statistic approach and logic analysis to investigate the current situation of P.E. teaching reform in regular institutions of higher learning of Shandong Province in many aspects such as course guideline, curriculum provision, course structure, teaching mode, teaching content, teaching method, academic study, course evaluation, the construction of teachers' team, sports field and facilities and provided equipment, this paper has drawn the following conclusions: currently, the ideas of P.E. teaching in regular institutions of Shandong have been understood thoroughly and accurately and the teaching guideline of "healthy-first" has been established; the characteristic of required course is understood accurately, the curriculum provision is roughly rational and most institutions offer required and elective courses; the reform direction of course structure is clear, so P.E. teaching is developing into a way of constructing a new integrated system which needs to be improved; the content of courses has changed a great deal, the programs which are strongly racing, technologically difficult, too difficult to grasp for students, have been cut down. Instead, some new programs have been added to the course, such as those that are popular, practical and good to body-building; many new methods have been used in teaching, however, the phenomenon of copying mechanically and applying indiscriminately and even abusing still exists; there exists the fact of placing great emphasis on practical course not on academic study; the course evaluation is transforming from the one-sided to many-sided, from the one that values only results to the one that gives attention to both the process and results, which is imperfect; positive and effective measures have been carried out to promote the overall qualities of teachers' team, which optimizes its composition, however, the ratio of students to teachers is too high and the structure of major is unreasonable; most institutions lag in sports field and facilities and equipment which hinders the process of course reform and construction to a great extent.On the basis of analyzing and researching these problems, this paper puts forward some reform proposals.
