Teaching quality is fundamental to the development of a university. The effective and crucial means to ensure and improve the teaching quality is to establish scientific, rational and efficient supervision system over teaching quality. Under the background of the popularization and expansion of higher education, the contradiction between its scale and its quality is getting increasingly prominent. Colleges in China are facing how to establish a systematic, scientific and effective teaching quality supervision system to ensure and develop the teaching quality, to solve the important problem of how to realize the steady and sustainable improvement of college's teaching quality in China. For these reasons, this paper focuses on teaching quality supervision of higher educations.This paper is divided into three parts. The first part focuses on the definition and the necessity of supervising higher education teaching quality. It analyzes the connotations of teaching quality and its supervision systems as well as the necessity of establishing the system. It argues that the construction of the system is a valid means to improve teaching quality and also the natural result of the development of education. Basically, it is fundamental to the development of higher education.The second part aims at discussing the present situation and the problems existing in our college's teaching quality supervision system under the background of expansionary recruitment. Firstly, the college's teaching quality supervision system is divided into three sub-systems: pre-control subsystem -- teaching quality regulations and institution (mostly discussing the teaching quality supervision regulations), process control subsystem -- teaching quality evaluating system (discussing the teacher's assess mechanism, teaching inspector mechanism and students'informational team), after-control system -- teaching information feedback subsystem (discussing the graduation thesis and survey trail after graduate). Then, by taking Zhejiang Normal University as a case, it analyses these three subsystems. The results show that Chinese colleges'teaching quality supervision and control system have some problems: the imperfect regulations of teaching quality supervision and control, the weak implementation, the small-scoped control and the less scientific teaching quality assess mechanism.The third part, based itself on the analysis of the second part, gives some suggestion on enhancing the teaching quality supervision system. It first calls for the administrative guarantee. College leaders should strengthen the management of teaching activities; the teaching quality supervision system should embody the TQM idea, which involves the whole process and whole personnel. This paper also suggests that the teaching regulations and systems be established and strengthened, especially the teaching inspection systems, teaching inspector systems, college leaders observing lectures by teachers, and students'evaluations of their teachers. The teacher's responsibility should be strengthened, the assess mechanism amended, the force of rewards and punishment of teachers be clarified, the status of teaching inspectors in colleges highlighted and their authorities ensured, urging them contributors to colleges'decisions.On all accounts, the research on teaching quality supervision is based on the author's working experience as a teaching secretary for several years, together with her extensive and relevant literature review. The aim of this paper is to offer some constructive advice on the reality.
