The promotion of economic and social development puts forward higher requirements to scientific and technological progress and talent quality,the current high school graduates can't completely qualify to the need of employ persons,in view of the talent supply and demand in the aspect of structure,quality and level of existing problems,to deepen the integration production and education and to enhance the quality of human resources,the advice has been put forward in 2017 by the general office of the state council.Then opinion points out that we should deepen the reform of the higher education,let the enterprises play an important role in talents training,so that they are able to train a large number of high-quality innovative and technical skilled talents.This paper starts from the imbalance between the talent supply of colleges and universities in China and the employment demand of enterprises.With the help of the school-enterprise cooperation theory and the property right theory,this paper takes the property right mechanism of industry-education integration as the research object and takes the promotion of the in-depth integration of colleges and universities and enterprises as the research direction.In the process of using literature analysis to study the integration of industry and education,it is found that the main factors hindering the integration of industry and education include:principal-agent,information asymmetry,cooperative risk and transaction cost.On this basis,the current situation of property right mechanism of production-education integration is analyzed from the perspective of legal rights and economic rights.By analyzing the legal rights of each cooperative subject in cooperation,the participation of school leaders and staff caused by the lack of property rights in schools under principal-agent is found.Through analysis of colleges and universities and enterprises in cooperation with the differences of inputs,which is dominated by the different main body of the cooperation way according to the property right configuration differences into operator management mode,the operator control mode,control mode of participants and participants control mode,found in the cooperation on the basis of different property rightscaused by different levels of human output uncertainty and protection the distribution of the cooperation.In view of the above problems,on the basis of drawing lessons from foreign experience in the integration of industry and education,this paper puts forward Suggestions to improve the property right mechanism of the integration of industry and education through relevant cases.The leading cooperation mode of industrial enterprises is improved from the research and management of scientific research achievements and the promotion of enterprises' power in talent cultivation.Finally,specific suggestions are put forward to deepen the property right mechanism of industry-education integration.This paper adopts qualitative research methods,research using property rights theory of dealing with the cooperation between institutions of higher learning and enterprises cooperation,incentives and other issues,to explore the perfection of property right mechanism dominated by different main bodies.The research focuses on theoretical pursuit combined with the practice,in order to contributes to domestic integration of industry and education in colleges and universities.
