The Research Of The Transformation Of Scientific And Technological Achievements In Universities In The Perspective Of The Disposition Right

With the current implementation of "innovation-driven development" strategy,colleges and universities,as important sources of technological innovation,are to serve the society with scientific and technological resources and achievements and to contribute to the growth of economy.For the last few years,China's colleges and universities have witnessed explosive growth in their inventions,and thus have become major sources of patent application and authorization.On the other hand,despite a huge number of application and authorization,the transformation of scientific and technological achievements still has a long way to go.Compared with western developed countries,China's transformation rate in this regard is rather low.For one thing,the complexity inherent in the transformation of scientific and technological achievements is responsible for this;for another,institutional barriers,for instance,the lack of autonomy in the process of disposal of intellectual property,hinder the transformation of scientific and technological achievements.Against this context,this thesis,starting with the management policies on the transformation of scientific and technological achievements in the perspective of the disposition right,deals with its the present situation,reform measures and results in colleges and universities.This thesis first aims to point out the current main problems plaguing Chinese colleges and universities and then to offer useful suggestions on how to improve China's transformation of scientific and technological achievements by drawing on the experiences of other countries,This thesis has six parts.Part one is introduction: its research background,significance,research methodology and related literature at home and abroad are mentioned.Part two is theoretical analysis.The author first defines the transformation of scientific and technological achievements and related concepts,and then focuses on Property Rights Theory,Transaction Cost Theory and Incentive Theory in an attempt to set up a theoretical framework for this thesis.Part three is a brief discussion about the present situation of the transformation of scientific and technological achievements in Chinese colleges and universities.For this end,the author summarizes related policies,demonstrates reform measures and results from the three levels of the national,local and the Donghu National Innovation Demonstration Zone,combined with the case of Shanghai Jiao Tong University.Based on the discussion,the main problems and reasons are analyzed.Part four is a brief review of the experience in some other countries concerning the transformation of scientific and technological achievements.Through the analysis of the successful experience in the U.S.,the author puts forward some suggestions for Chinese colleges and universities in this aspect.Part five is tentative suggestions.Part six is conclusion,which includes a brief summary of the thesis and a prediction of future research.
