In recent years, along with the technical innovation policy of China, the central and provincial government both strengthened the technical innovation investment, in particular in university science and technology garden (USTG) construction investment. The USTG is the integrated platform of producing-studying- researching; it may hatch the high-tech enterprise by transferring university's technical achievements to the enterprise or through other effective forms, thus powerfully combining the universities scientific research and the market union, causing a healthy circus between the universities teaching, the scientific research and the social economy development.In the construction of USTG and the developing process, it is needs to utilize the certain scientific method to carry on the synthesis evaluation onto it, namely to establish an appraisal target system. This article which is on the basis of thoroughly analysis of USTG mechanism foundation, undertakes the exploration of the established appraisal target system, thus develops a certain instruction function to the USTG construction.After Introducing in the first chapter basic research technique, this article in the second chapter is revolving around the appraisal of the government investment to USTG and the governmental appraisal. First this part discusses the implications of the investment to USTG in the view of agent problem, then points out essential content of the government invested-fund, land and related policy, thus draws out the conclusion "USTG is appraisal target system is government related".From the third chapter, this part separately introduced the USTG's background, knowledge and its construction theory. This part elaborated three-party participation theories they are government, the enterprise, and the university, this theory works also as the foundation to understand the followings.The fourth chapter in detail elaborated about the general USTG appraisal target system. About this part, the home has some research, but still continued to use traditional in the structure the Chinese science and technology garden area appraisal target system, along with time passing with the practice examination, some questions gradually exposed, for instance, two levels of targets weights unreasonable, three levels of targets excessively were many and so on.The fifth chapter of this article of core content establishes the new appraisal target system. This article takes three-party participation opinion as the guiding ideology, appraising the target system from two different angles, and has used the effect classification and the factor classification. What the article mainly used is the factor classification. And as the target classification is different from the one that has been researched, it is an innovation place from this point of view. In the target election and the classification processes, this article boldly takes and deserts, and reselects the second and the third layers of targets, and reasonable definited the weight accordingly. Simultaneously there are quite thoroughly discussion about the target selection basis and inspection scope and so on. Appraisal system itself divides into two parts, namely the weight vector obtaining process and scores points vector obtaining process. In the process of computation of the scores points in the vector experts measurement is being used.The sixth chapter mainly elaborated about the USTG appraisal target system—further thinking and the forecast.
