Research On Social Work Intervention Of New Citizens' Community Participation From The Perspective Of Community Party Buildin

In recent years,a pluralistic co-governance pattern has been gradually constructed in the exploration of innovative urban community governance in China.Urban basic community governance takes the street community party organization as the core,and organically integrates the party construction resources.Relying on the mutual cooperation and empowerment between the party,government and society,gradually expand the coverage of public service objects,effectively improve the quality of public services and timely respond to the concerns of residents in the community.Taking H community of K city as an example,this paper studies social work intervened the community participation of new citizen groups from the perspective of community party construction.K city is an immigrant city,and the total population of H community is 12536,of which 3261 are registered residence,8458 are new citizens,817 are temporary residents,and the proportion of new and old citizens is about 2.6:1.In recent years,facing the governance difficulties such as low community participation of new residents in the community,the X social work agency has settled in H community by purchasing services from sub-district office.Relying on the joint party committee platform,social workers integrate available governance resources such as party construction,promote the deep integration of party construction and community governance,strengthen the leading role of the party in population governance,rely on party leaders,various volunteers and other forces and have built a service system for new citizens in the community to participate in community governance.With the help of staff of the community party organization,social workers figure out the relevant needs of new citizens in H community in community participation through household visits,questionnaires and semi-structured interviews.After the professional needs assessment,social workers pay close attention to the party construction elements such as policy,organization,party members and content,promote the community participation of new citizen groups,and strengthen the construction of community governance capacity;Carry out services around the focus of community party construction,and promote new citizens' participation in all aspects;Rely on,mobilize and educate new citizens by learning from each other's professional knowledge with party workers,and innovate mass work methods.Finally,this paper puts forward the path exploration of social work involved in new citizens' community participation from the perspective of community party construction,that is,highlighting the leading position of community party construction and building the largest concentric circle between new and old citizens;Give full play to the professional advantages of social work and promote new citizens to participate in community governance;Promote the integration of "community party construction + social work" and help the development of social work with Chinese characteristics.
