Reform on personnel system in higher institutes is one of the cores of interior managerial system under the market economy. This dissertation analyses the background and problems of personnel reform in higher institutes further on the basis of the main spirits of " Three - Representatives" , according to policies of the Outline of Deepening Reform of Cadre Personnel System, the Views of Accerl-erating and Implementing of Personnel Reform in higher institutes , issued by CPC Central Committee, Central Organization Department, Central Personnel Department, Educational Department. In this dissertation , the author definites the difficulties, emphasis and principles of the current personnel system reform. The author also puts forward rationalization proposals on the formation of personnel reform mechanism in the following aspects : appointment, mobility , assessment, incentive, assignment, and meanwhile puts forward a series of measures on these aspects.
