With the popularity of IT used in the field of education, most of the primary and middle schools in China have met the need on IT. The courses on information technology have been rationally built, with the training of the teachers in the field. Meanwhile, they have also got the support of all the students widely.As the hometown of Confucius and Mencius, Shandong Province has the profoundly historical tradition of emphasizing education and it also does well in educational informationization now, but what about the schools in relatively poorer areas in Shandong province? Although all the primary and middle schools in our province have set the curriculum on information technology and built IT classrooms, does the informationization only mean these? And is it only the responsibility of information technology teachers? Obviously not, informationization is a fundamental revolution in modern society. It is the tool for us people to live and develop. This revolution should be demonstrated in every part of the society as people transferred from agricultural society to industrial society. And only it be used in all the fields, its strong power can come true. All the teachers should play an important role in educational informationization. It will not come to being unless all the teachers are qualified. The distance education in country and integrating IT into curriculum are all designed to realize the object. As some expert pointed out: Revolution will not take place unless every body is involved. It is the basic method that everyone's behavior can be changed. As a result, the whole education field should be involved in educational informationization, as well as every process of education. So as the main body of school teaching, all teachers should play a significant role in educational informationization. While questionnaires of the author concluded that educational informationization is only related to the information technology teachers, just as history, geography and so on. Word and PPT are hardly used actively in class.Thus, a thorough survey is made in this thesis to make clear the situation, to find out the problems, to get the reasons of the problems and to gain possible solutions. First, this thesis demonstrated the background, meaning, actuality and methods of the research. After that, it also expounds some related concepts. This thesis chooses the first standard of information competence in domestic K-12 as the basis after analyzing its construction at home and abroad. Second, on the base above, this thesis chooses some samples in the west of Shandong Province, including LiaoCheng, HeZe, DeZhou and other areas which are relatively poorer and sent questionnaires to the teachers there. We make clear their information competency by questionnaires and interviews. Third, the thesis analyses the problems according to the survey and also gives some suggestions on the root of the problems to strengthen the information competence of the teachers. As the characteristics, this thesis chooses《The Competence Standard of Teachers'Educational Technology in Primary and Middle Schools》as the reference. On the basis of the standard above, this thesis designed the questionnaires which are more suiting the situation of our country.
