Along with the development of IT and the progresses of teaching reform, the teaching environment and teaching content of Primary English has been changed, the traditional teaching model has been unable to meet the students' needs of learning. How to reform the traditional teaching model of Primary English has become an urgent problem which needs us to solve.Blended learning integrates the traditional face-to-face interaction model in classroom with self-paced E-learning model in internet, which is very important for English education innovation of primary school. Through an investigation, we obtain some valuable information from the practical teaching process of teachers, and then propose a new teaching model which is fit for English teaching of primary school in view of the blended learning model's application in Independent learning environment and Collaborative learning environment of Primary English.This model integrates the traditional face-to-face interaction model in classroom with self-paced E-learning model in internet, and pointes out what should teachers and students do about the teaching and learning activities in these two different kinds of learning environment. In traditional Classroom-teaching, teaching activities are conducted with face-to-face. Teachers have been on the leading position: they are responsible for organizing and monitoring the whole process of teaching and learning activities, teach students the necessary basic knowledge and basic skills, through the feedback from students to rationally adjust the progress of teaching. In E-learning environment, rich network resources of English learning can be used effectively for students, they can choose learning content and learning styles base on their own circumstances to consolidate or enhance the knowledge and skills they have learned, teachers have been on the auxiliary position, they only provide some guidance and help when students encounter difficulties in English learning, such teaching method can increase students' interest of English learning and cultivate their ability of comprehensive use English language.According to the new model, we design a series of teaching cases, and then select grade 4 students in the first primary school of Sheng Li Oil Field in DongYing to test the new model. Practically, the new model really realizes that learners study freely and neatly, this model adapts distance learners and it is effective.
