The government and the industry of every country urgently require colleges and universities to provide talents, knowledge and technology and so on, so as to promote the economic and social development much better.Since the mid-1990s, China has successively put forward the strategy of revitalizing China through science and education, the strategy of reinvigorating China through human resource development and the strategy of building an innovation-oriented country. In the national innovation system, colleges and universities undertake the important tasks of talent fostering, knowledge innovation, and social services; they are the important innovation sources and knowledge spreading points, having become the subsystems of the country's innovation system in the national innovation system. The level of the scientific and technological innovation capability of colleges and universities has a direct impact on the strategic task of building an innovation-oriented country. Therefore, how to improve the scientific and technological innovation capacity of colleges and universities, not only relates the scientific and technological innovation capacity-building of colleges and universities, but also relates the improvement of China's scientific and technological innovation capacity. It is the historic mission and responsibility that colleges and universities can not shirk.At present, with the transformation of the functions of colleges and universities, the connotation of its scientific and technological capability and the research achievement of the indicator system have been relatively mature, but in the background of building an innovation-oriented country, how to enhance the scientific and technological innovation ability of colleges and universities and how to construct its operational mechanism of the scientific and technological innovation as well as for colleges and universities how to deal with external systems, cultural factors, geographical environmental factors and so on—all requires us to study earnestly.This paper uses the method of theoretical research and empirical analysis, that of qualitative and quantitative analysis, and that of combining domestic and international reference. the paper, by comparing the scientific and technological innovation capability of colleges and universities both at home and abroad, in the light of the rise of the Central China and the practical conditions of colleges and universities in Henan province, the paper, from the perspective of the innovation system, analyzes the scientific and technological innovation capacity of colleges and universities in Henan and the reality of its promoting regional economic development, and gives an objective comment on its achievements and its prominent problems. It explores the Countermeasures and ways of upgrading the scientific and technological innovation capability of colleges and universities in Henan, constructing its operating mechanism, and promoting the building of its scientific and technological innovation system. With the aim to provide the theory and practice basis for the future development of the scientific and technological innovation of colleges and universities.In this paper, there are two innovations: first, learning from the experience of the scientific and technological innovation of colleges and universities of the western developed countries and developing countries, in the light of the actual ability of the scientific and technological innovation of colleges and universities in Henan, it explores the basic theory of the scientific and technological innovation system of colleges and universities which serves the national innovation system and the regional economic development; secondly, it succeeds in exploring the general law in terms of the mechanisms, methods and ways of enhancing the scientific and technological innovation capacity of colleges and universities.
