Private education is a necessary part of socialism education. The development of private education is significant to improve the socialism education system, which stimulates by the enforcement of Private Education Promotion Law. In last decades, private primary & secondary education of Linyi has made a remarkable advancement. This paper will first divide the process into four stages according to the symbolic events during the development of private primary & secondary schools of Linyi, which are the rising stage from 1994 to 1996; the rapid development from 1997 to 2001; the sharp contraction from 2003 to 2005, and the standardized development from 2005 to 2007. It will analyze the causes and characteristics of each stage.It will come up with seven aspects of the causes of development of the private primary & secondary schools in terms of economy, policies, government, concepts, the needs of education, and private education itself, which will be examined systemically.It will then explore the problems existed during the development process. The imperfect related laws, the unsound local regulations, the insufficient government monitor, the lack of individual concern and the deficient evaluation system are the external factors that hinder the development. While the motivation of running private schools, the education reserves, the input and the charge, the sources of teaching staff and students are the main internal ones.Finally, it will provide possible solutions as listed below: to accurately recognize the status and the role of private primary & secondary schools, to perfect government and local laws and regulations, to improve management system, to adjust government acts and to increase monitor funds. As well as to improve the internal management system, to correct attitude of running schools, to clarify the motivation of running schools, to stabilize teaching forces, to study demography, to make rational scale prediction, to establish a brand, and to be distinctive.
