After the reform and opening up, along with the reform ofeducation system, non-governmental education become animportant part of education in China. It benefited from thegovernment’s vigorously support and the participation of socialfrom all walks of life. Developing the non-governmentaleducation, is the need of the national implementation of thestrategy of developing the country by relying on science andeducation, it is also the need of building a well-off societyin an all-round way. At present, private schools have madegreat achievements in the elementary education field in China.non-governmental education and public education in our countryhave different forms of education, its development is affectedby the the various factors inside and outside the educationsystem. Non-governmental education has many problems anddifficulties in the management. This thesis, taking11privateschools of ZhanJiang in the compulsory education stage as theobject of the research, adopting the theoretical literature andempirical questionnaire combined with interview as researchmethods, research the non-governmental education’ s presentsituation and existing problems of development. Furthermore, taking ZhanJiang first secondary-Peicai School as the studycase, explores the key factors to its success. Finally puttingforward feasible suggestions and strategies to the developmentof the private schools of ZhanJiang in the compulsoryeducation stage. The whole four chapters are as follows.Chapter One is introduction. It is the logical startingpoint and the overall design of the study. It introduces thebackground of topic selection, the significance of the research,core concepts, research status at home and abroad, researchmethods and research thinking.Chapter Two introduces the present situation and existingproblems of the education in basic education stage in Zhanjiang.Zhanjiang private basic educations,s scale expands unceasingly,it’s running subject is diverse and school running patterns isvaried. The main problems are imperfect management system,inadequate education funds, the teachers troop is unstable andregulation is not in place.Chapter Third takes ZhanJiang first secondary-PeicaiSchool as the study case, the sustainable development mode ofnon-governmental basic education: one is the guarantee a goodrunning school teaching management system; The second is toform a strong teaching staff; Three is the implementation of brand strategy, running a school by characteristics.Chapter Four explores the strategies for the sustainabledevelopment of Zhanjiang non-governmental basic education: thegovernment’s propaganda and guidance, making the people hascorrect understanding of non-governmental education; makingpolicies as the guarantee to create a fair competitionenvironment; Combining with the local actual, implementingclassification management for private school; Improvingmanagement mechanism, completing the system of education;Safeguarding teachers’ rights and interests to improveteachers’ sense of belonging; providing quality education andcreating education brand.
