Since the 1970s teacher training and the testing and evaluating movement of competence in schools took place in the North of America , the competence modeling practice has got great successes in the business field. However, the study of competence is underway in China. Even in shanghai, it almost concentrates on enterprises and companies. The research on competence in the education field has been seldom discovered.The purpose of this dissertation is to explore the competency model of teachers in the senior high schools of shanghai, to compile the assessment tools of the teacher competency and assess the level of the teachers in the senior high schools of shanghai. This research uses many research methods such as literature method, interviewing method, questionnaire survey method. A series of demonstration study on competency model and assessment system from the angle of competency, on the basis of connection of qualitative examination and quantitative examination, is completed.In the questionnaire ,there were five Professors and associate professors, four principals and administrative personnel in the senior high school and 114 teachers. Among them, the open type questionnaire involved 34 investigators; the investigation of competence character involved 70 investigators; the investigation of competence diagnosis involved 10 investigators. Owing to this, the writer drew up"the interview outline of the competence of teachers in the senior high school of shanghai","the questionnaire of index sign choice of Shanghai senior high school teacher","the investigation form of the competence characters of teachers in the senior high school of shanghai"and"the competence diagnosis form of Shanghai senior high school teacher". Ten thousand dada were collected, which adopted EXCEL and SPSS11.0 to analyze. The results are:First, the competency model of teachers in senior high schools and quantitative assessment system, which contains 10 factor and 78 assessment index signs, are constructed elementarily by the wide questionnaire;Second, the competency level of teachers in senior high schools could be confirmed elementarily by the diagnosis questionnaire of competency on teachers in senior high schools and quantitative assessment system.
