The model of teaching management, which formed in the elite education, is facing serious challenges after higher education strides into the popularization stage. The transformation of elite higher education to popular not only presents the expansion of student scales, but means transition on the characters and functions of higher education. Diversification, which is about students sources, study motivation, value standards on achievement and social demands, calls for exploring a new model of teaching management. As a basic teaching management system, credit system, which commonly implemented in high education in countries with marketing economic system, has been recognized broadly by our society, But its implementing environment need be regulated on the aspects of education ideas, manage system and operating means.The reform of credit system in universities also need be regulated from three stratums including idea, system and operation, and explores a managing model of credit system adapted to our country and universities, which will help to meet many demands including the diversification of students sources during popular stage, the development of personality in modern society, the building of scientific managing system, improvement of teaching qualification, cultivation of students with many abilities and improvement social economic development.As a local comprehensive university, Shanghai S University bears main pressure on enlarging student recruitment during popular stage of higher education. This university, as a case study, has reformed credit system to adapt to higher education popularization, and provided a favorable instance for other universities in China. This study stress on teaching management of credit system for recent years, and reflect the situation on teaching management of credit system through questionnaire investigation, review of teaching management stuff, and the analysis of investigation figures and elective curriculum resources.According to the investigation, Chinese universities should do a list of things to implement credit system. Firstly we should change education idea of our society. Secondly we should build up management mechanism and system by the guide line of modern education idea. Finally we should actively explore all kinds of operating regulations with the scientific attitude, which match with the management model of credit system. Now the key is improving the system of selecting curriculum and supervisor responsibility, and building up a set of credit criterions that can be measured and recognized between universities as soon as possible, which will meet more demands of individual development and cultivation in the popularization stage.
