With the development of the economy and society, economic globalization speeds up the pace of china and the whole world in the 1990s of the 20th century. As the renovation of the economic system, educational system reform is gradually going into deep, the colleges of china raise a new cycle of Credit system reform, which is raised to climax at the beginning of this century. credit system, as a main character of high college educational management system reform, is spread out in the whole country. Up to now, most of our high colleges implement different credit system.Credit system experienced several ups-and-downs. A new round of Credit System Reform has experienced more than 10 years, After more than 10 years exploration and adjustment, what is the issue of our high college educational reform at this present stage, what is the similar property to these issues, and what is the reason of these problems, and how to deal with the problems which is existing in the current credit system reform?This paper starts at the point of problems in the credit system, chooses eight different regions and different types of high colleges to conduct survey, by questionnaire surveys of students, teachers and college administrators. we classify and coordinate the problems which is existing in the credit system reform, analyse the causes of the issues and study the strategies to solve these problems.The thesis is divided into 4 chapters: Chapter 1, starting from the relative concepts, introduces the origin and development of the credit system, as well as its research situation in and out of China. The research objective and structure arrangement of the thesis is also included in this chapter; Chapter 2 introduces the practical status of the credit system in China. By the statistic analysis of questionnaires, three existing problems of the credit system reform in Chinese Universities are presented, that is, the immaturity of the course selection system,incompleteness of the relative institutions,and lack of liquidity in the information circulation and humanness in management; Chapter3, towards the problems presented in Chapter 2, by a full investigation of the publications and logistic method, the measures to solve the problems are discussed from the following 4 aspects: First of all, universities need to change their notion, especially of planned economy, towards the consciousness of self development and new management concepts, and seek the opportunities for new development, thus, the concept of talent in the whole society will evolve, and the reform of present residence management institution and personnel system will be visible, which grants the flexible education system true flexibility; secondly, the relations between government and universities should be well coordinated. Under the new relationship of"unitary and diversity", the government should separate the right of biding, management and running a university. Government has the ownership of the university, and the university has the right to operate, which make the rights and responsibility between government and university clear. The responsibility of government is macro-control of advanced education, to solve the external problems which restrict the operation and development of the education and the universities cannot solve them by themselves, instead of intervening the internal managerial affairs of universities. This is critical for the universities to have their own independent in teaching, research and funds operation; Thirdly, the internal managerial institution of university should be innovated to create a sound incentive mechanism and resource distribution institution. Fourthly, the quality of the teaching and management should be improved. In order to improve the quality of the teaching and management, the administrators of university should attach more importance to it. A team of excellent teachers and managers should be set up to fulfill the goal. And it is helpful to distribute the administrative rights, set the managerial center closer to the students and make the departmental management more solid. Chapter 4, is the sum-up, to make a conclusion by the analysis of the above chapters. No system can be created and develops into maturity overnight. It is the same as credit system reform. The reform is a complex engineering, it will be influenced and restricted by the economic and social development, as well as the relative national policies and the internal managerial institution of the university. Therefore, the problems encountering during the reform will vary from different countries and regions which have different history and culture background and reality. As long as being adjusted according to the practical situations by referring to the common rules abstracted from the differences, the credit system will gradually become perfect.
