For a long time, the physical education (PE) class, in our country's regular institutions of higher learning, is greatly affected by the academic year system. Although some of them use the academic credit system as the measure of students'administration, their curriculum setting still reserves the character of academic year system, such as adopting the class teaching system. In recent years, because of the continuous teaching reforms in higher education, the teaching concept of "healthy first" has been actively carried out. Therefore, academic credit system, gradually implemented in PE class, has drawn great public attention. The management model of teaching under academic credit system can meet various learning demands from different students, and also the urgent requirements of talented qualities for social development. It is significant to carry out widely. Since the direction and guiding principles of PE reform of the country have been generally decided, it is natural to construct a reasonable PE academics system and a corresponding academic credit system. This paper intended to study the present condition of the application of public PE teaching in universities and colleges under academic credit system, and to analyze the applied mode, teaching advantages and existed problems of public PE teaching in higher education under academic credit system, in order to propose the corresponding method for further reform of academic credit system.This topic covers the public physical education reform under the management of academic credit system as a research object, according to the characteristics of public athletics course teaching under academic credit system in our country's colleges and universities, combining the knowledge in areas like physical education, management, psychology, sociology, education technology, system engineering, statistics, calculator principles etc. on one hand, it demonstrates that under the management of academic credit system, whether or not the reform of public PE lesson in colleges and universities adapts to the effect and significance of current PE reform in colleges and universities, analyzes the feasibility and necessity to create a public athletics lesson teaching management model under academic credit system in colleges and universities, on the other hand, it discusses and analyses the research of public PE reform and practice under the management of academic credit system, and how to build a PE lesson teaching management model under academic credit system in colleges and universities. The main conclusion of the research is as follows:1,According to the public PE curriculum teaching characteristics of our country's regular institutions of higher learning under the academic credit system, we should establish a teaching concept of innovation, optimize the structure of PE curriculum, build a multidimensional and interactive teaching mode of PE class, design an coordinated and balanced program of development in areas such as curriculum, elective system, grade management and so on. Step by step, we should build a distinctive PE curricula credit system, which will bring the best efficacy to achieve the goal of PE and health course training.2,The PE reform has already made some progress in aspects such as guiding principles, curriculum conception, textbook system, and teaching method system etc. To build a new curriculum requires the new evaluation system establishing a set of new evaluation standards of PE teaching, which, as a result, could promote the practice of the new evaluation standards. Using a research method which combines theory and practice, vertically and horizontally, from the views of physiological, mental and social, perspectives of both manifest evaluation and hidden evaluation to teaching effect, build a perfect curriculum evaluation system.3,Stick to the way which combines traditional teaching method and modern innovation method, theoretical and practical, particularity and catholicity, using the construction of a newly emerging PE curriculum system and teaching management system which are rich with contemporary significance, by setting a consciousness of PE for life, and training an ability of PE self-determined, trying to build a modern PE teaching management idea under scientific management mode.
