Sex education is the light of civilization,which plays an important role in the healthy and happy growth of teenagers.In recent years,China has done a lot of practical exploration on adolescent sex education policy and actively studied the experience of other countries,trying to find a way to formulate sex education policy suitable for adolescent development.After years of development,sex education in England has entered the stage of compulsory legalization of sex education curriculum,which is a good research model.Therefore,it is instructive to explore the process of sex education policy making in England and analyze the driving force of sex education policy change.This paper mainly consists of six chapters.In the first chapter,based on the research background and literature review,this paper will determine the research questions and objectives of this paper,that is,what are the driving factors that trigger the change of sex education policy in primary and secondary schools in England and which factors play a key role? Using the multi-source framework,this paper clarifies and explains the dynamic factors that promote the changes of sex education policy in England at different stages and which dynamic factors are indispensable in the process of sex education policy changes in primary and secondary schools in England at different stages.In addition,some core concepts are clearly defined.In the second chapter,this paper mainly expounds the theoretical basis and analytical framework in detail.At present,many studies on sex education policy focus on policy implementation and policy effect,and rarely involve the theme of sex education policy change,and also lack the corresponding analytical framework for policy change.In order to better explore the changing process of sex education policy in England,and find out the driving factors of sex education change,this paper organically integrates the multi-source analysis framework and the stage analysis framework,and constructs a new analysis framework to find out the driving factors of sex education policy change in England.The third,fourth and fifth chapters are the main parts of this paper,and the last chapter is analysis and conclusion.The research shows that the sex education policy in England has gone through three stages of development,namely,the national advocacy stage,the curriculum stage and the refinement stage,and the sex education policy generally presents a trend of curriculum and publicity.The sacred rights of parents in the field of children’s sex education have been broken and weakened,while the public power of the state has broken the previous principle of non-intervention and gradually intervened in the field of school sex education.Sex education has gradually changed from a private field to a social project and has been systematically promoted,becoming a statutory national compulsory curriculum.This trend is the result of the game between the public power of the state and the private rights(freedom rights)of parents.In addition,through the analysis of the origins of problems,politics and policies in different stages,the research results show that the dynamic factors that lead to educational changes in different stages are different.Take the origins of problems in three development stages as examples,namely,the increase of extramarital fertility rate and the spread of sexually transmitted diseases,the fear and stigma of AIDS and the crisis of teenage pregnancy.Among many different dynamic factors,government power has become the key factor to promote the change of sex education policy,which supplements and enriches family sex education activities.The series of sex education policies and laws promulgated force parents to pay attention to sex education,which makes sex education gain new development space. |
