With the reformation of the PE courses in our basic education, the argument about the theory and teaching of motor learning divers into to directions: the theory of dilution and the enhanced. The "dilution" ,as presented by the points of diluting motor skill,diluting competitive motor skill, forms the trend of diluting motor skill teaching. Some who believe in the "enhanced" theory think that the motor learning are the core of PE education that can not be diluted, instead, they should be strengthened under the new opportunities in the reformation. Differences in the understanding of the connotation of the "motor learning" in the two theories lead to the confusion in the PE teaching and practice and thus exert great influence on the development of the "new-curriculum" reformation. With the deficiency in the theory of motor learning in our country at present, we should probe more deeply into it with more researches and investigation so as to provide theoretic support to settle down the argument. By adapting the methods of document and data, survey, interview with the experts, statistics and so on, as well as investigations on some basic theories related, This paper tries to define the "motor skill". Based on the research on the means of classification to motor skills by athletic physiology, psychology and cybernetics and its formation, together with basic theoretic analysis of motor learning, starting with the characteristics of human motion and the learners' proficiency of the motion, we come out with theory of pyramid structure" which divides motor skill into three levels: basic motor skill, special motor skill and specialize motor skill. At the same time, we define the relationship among the three levels and their characteristics respectively with the hope that this pyramid structure theory can offer directions to the motor learning at different stages and provide theoretic basis for the content transformation of PE education. Meanwhile, through the research and analysis of the current situation of motor skill teaching in the primary and middle school in Jiangsu province, together with the basic condition of the content in motor learning,as well as teachers' understanding of the key points in different teaching process ,this paper analyzes and concludes the features in various learning stages and tries to demonstrates the "pyramid structure" hypothesis.
