The rural education is the foundation and the life foundation of the education development of our country.. Meanwhile, the countryside teachers are the key and the soul of rural education enterprise development of our country. With the unceasing development of the new turn elementary education reform and the new curriculum comprehensive promotion and the implementation, the countryside teachers' curriculum ideas and the education accomplishment obviously fall behind the rhythm and the step of the reforms in the curriculum. Many teachers are still accustomed to the traditional education teaching ways, in which the students' life existence is disregarded, and they are still deeply in love in the meaningless score chases. The countryside elementary and middle school students' study conditions and life conditions have not been fundamentally improved. Obviously, although it has been carried out for many years, the countryside elementary education new curriculum training, which was developed together with the new turn elementary education reform, has not achieved the desired effect and the efficiency is low. Therefore, the management problems of the countryside elementary and middle school teachers' new curriculum training are highlighted. The research shows that, the main management problems of the current new curriculum training of the countryside elementary education are as follows: the teacher training organizations of county level are chaotic, whose function is weak; the training process management is not strict; the inspection appraisal mechanism is not in accordance with the facts invalid; "the functional departments non-specialized, the specialized department does not have the function"; the county level new curriculum training and its management are "two skins"; repeated training and so on. In view of the above problems, this article puts forward the main countermeasures to improve the present management situation of the countryside elementary education in the new curriculum training : straightening out relations, making careful plans, integrating the resources of the county level teacher training; refining the management process and standard; constructing a scientific and effective management system and direction mechanism of the county level new curriculum training; entitling the rural area teachers to training; giving more opportunities to the primary school teachers, who are teaching in the villages; depending on the university to enhance the countryside teacher new curriculum training effect; unceasingly summarizing and learning the advanced management experience of the basic unit training.
