Vocational Education Center at County Level is a product of reform of rural vocational education. It plays role of leading position in rural construction and city construction and is an important fortress for economic development in county. The key of development of Vocational Education Center at County Level is promotion of teachers'accomplishment, particularly regular-teachers'accomplishment. While the promotion of teachers'accomplishment depends on teachers'in-service training. However,because of some reasons, the effect of regular-teachers'training in vocational education center is not ideal. Then, teachers'professional development couldn't be realized and educational quality of vocational education center couldn't be promoted. So it's very necessary to comprehend the present situation of regular teachers'training of Vocational Education Center at County Level and explore the tactics of School-based training in Vocational Education Center at County level. This paper takes four vocational education centers at county of Liaoning province as example, comprehends the present situation of regular-teachers'training in Vocational Education Center at County Level, finds out the problems and analyzes reasons, at last poses suggestions in terms of school and teachers for regular-teachers'school-based training in Vocational Education Center at County Level.This paper contains four parts:Part one, Preface. It generalizes the origin, objective, significance, method and process of research and combs out the related researches of School-based training.Part two, Statement of school-based theory. It contains the emergence of school-based theory, connotation, trait, implemental principle, assessment of school-based training.Part three, the statistics and analysis of investigation results. Using the questionnaire made by myself, the study surveys four Vocational Education Centers of Liaoning Province. Through the analysis of investigation results, it reveals some problems of regular-teachers'school-based training of Vocational Education Center at County Level at present, and dissects the reasons deeply in terms of school and teacher that provides basis for strategy.Part four, Implemental strategy. Based on analysis results, this study poses the implemental strategy in terms of school and teacher for regular-teachers'school-based training of Vocational Education Center at County Level.
