With the population of the higher education in our country realizing and the advancement of deepening higher education reform accelerating, the higher education of our country has already stepped into the historical stage of the largest number of poor students, the university scale is biggest and the higher education system most complex. The poor college student's subsidy policy is national income redistribution in the field of the education, part of national economic policy, the special care for the social vulnerable groups under the country and the society, the important link in all kinds of social stability closely relative with the grand good structuring harmonious society. This article in refer to the domestic and foreign research existed, the human capital theory, higher education cost-sharing theory, social justice theory as well as relative subjects such as Sociology, psychology, management science, economics, conclude the evolution of the poor college student subsidy policy through the literature search in china during the period between the planned economy and the market economy. After analyzing the emphasis on surface and function of the way of the financing under all financing systems by comprehensive use of interviews and questionnaires, case study method, qualitative and quantitative analysis, the research method of combining system analysis and comparative study since founding of the nation, this article conclude that the Poor College Students subsidy policy is closely relative to socio-economic development level and the state's macroeconomic development strategy. And under the current socio-economic development levels and management system, after analyzing the main problems and causes of Guizhou University student financial assistance in the management , combined with conditions in Guizhou Province and Guizhou university situation, this article provides workable Countermeasures for the next step on the base of the financing of work in helping and supporting the economic, and gradually improve the overall quality of poor health and employment capacity of the strategic objectives.
