| Competition in the 21st century is the competition for talents.In order to be a province with a highly developed economy,the priorities of Guizhou province need to be developing technology and training high-quality personnel.There is an urgent need of large amounts of high-quality personnel,especially those who have studied overseas and returned to China.Therefore,it is a new subject of study for Guizhou on how to attract talents returning from overseas to start their careers in Guizhou and make appropriate arrangements for them so as to enable them to play their parts to the fullest.Lying in the southwest of China,Guizhou's economic development lags behind other provinces,to some extent,because of historical,natural and geographical conditions.Because there has not been sufficient investment placed on improving the teaching,research,and material conditions for specialized personnel, Guizhou is in a weak position to attract professionals compared with the eastern areas.Institutions of higher education in Guizhou have not established a system of fair competition that suits the training of high-quality personnel,and the capacity of training,attracting,retaining and making full use of professionals is still limited.This places Guizhou in a passive position in the competition for talents with other universities and colleges all over the world.It is an important issue for institutions of higher learning to have proper management for specialized talents returning from overseas,to motivate them to bring their potentials into play and contribute to further development.There has been little research done on the management of personnel returning from overseas, and there are even less research findings dealing specifically with the management of personnel returning from overseas in universities within Guizhou.This thesis paper intends to expound on the current theories of the management of personnel returning from overseas to work in universities in Guizhou through the study of past initiatives and current data and policies,with recommendations for future measures to implement.From the nation's policy of building up the strength of the country with talents from personnel returning from overseas since the founding of PRC,to the current conditions of personnel returned from overseas in Guizhou,this thesis paper points out the significance and necessity of conducting studies of the management of personnel returning from overseas in universities in Guizhou and states the necessary research methods for this study.Through both the quantitative and qualitative analysis of questionnaires,surveys and interviews,the overall situation of personnel returned from overseas to universities in Guizhou is disclosed, including their reasons for returning to China,their working conditions after returning,and the problems in their work and lives. In addition,the current status of the management of personnel returned from overseas in universities in Guizhou is studied.Based on human resources management theories,the variables influencing the returning of personnel to Guizhou from overseas are analyzed.The current situation of how to introduce talent into Guizhou province,the ways of performance appraisal,and incentive mechanisms are analyzed, and potential problems are raised.Finally,this paper proposes some measures to solve the problems concerning the management of personnel returned from overseas to universities in Guizhou.The implementation of these measures would be of great significance to both the rejuvenation of Guizhou province with talent and the development of institutions of higher education in Guizhou. |
