With the deepening of university system reform, the traditional inflexible management of human resource does not adapt to the development of modern society. In this background, flexible management on human resource comes into being. It emphasizes on making the best of personnel on the basis of respecting, valuing and understanding people. The point is sensibility management, and the leader of university should use various ways to make the best of every person.This thesis uses the method of combining theory and practice. Starting with the characteristics of human resource in universities, it analyses the current situation of human resource management in universities. Using the experience of human resource management in enterprises as a reference, it introduces the mode of flexible management to universities, then, on the basis of value chain, establishes the system of process reengineering and evaluation indexes. In particular, the thesis contains four parts:First, the thesis analyses the theory basis. It includes the background of flexible management, the concept of flexible management, the differences between flexible and inflexible management, and the characteristics and functions of flexible management.Secondly, it analyses the importance of flexible management of human resource in universities. It concludes the concept of human resource, the concept of flexible management of human resource, the characteristics and current situation of human resource management in universities and the importance of flexible management of human resource in universities.Thirdly, it introduces the modes of flexible management and positions the mode of flexible management of human resource in universities. It includes the analysis of flexible management mode of enterprises, especially knowledge enterprises, and positions the mode of universities. Then with the method of value chain, it establishes the system of process reengineering and evaluation indexes.Fourthly, it puts forward the tactics of flexible management of human resource in universities. It includes the organization structure, the flexibility of decision-making, the promotion mechanism of personnel, the flexible flow mechanism of personnel, and the establishment of flexible campus culture.The innovation of thesis is setting up the mode of flexible management of human resource in universities and putting forward the system of process reengineering and new evaluation indexes. Owing to the limit of time, it just puts forward the general index system, specific design of index system still needs further research.
