Inclusive education is a new educational idea sprung up and developed under the energetic publicity and direct promotion of UNESCO and some other international organizations in the 1990s. Stressing that everyone has the basic right to eduction and everyone has his unique characteristics, interests, capability and learning demands, it holds that schools should accommodate all children and satisfy their educational demands. It represents a democratic trend in the current field of education. Disabled students has always been a disadvantaged community. How is the eduacational status quo of them? And how to ensure justice in the education process of them during their compulsory education phase? These questions are of great significance in promoting the development of disabled students.Pursuing education justice has become one of the main targets of various countries in the world. The education level of disabled students represents the degree of civilization of their country or region. Through studying disabled students at their compulsory education phase, this paper points out that the unjustice existed in the field of education manifests itself not only in the unequality of eduacation opportunities, but also in the unfairness of education process and education result. The paper summarizes the great effort made by Chinese government in promoting inclusive education at the compulsory education phase and the unjust phenomena existed in the education process of disabled students. From the aspects of laws, system structuring of special education, fund and teaching staff, the paper analyses the root causes of those unjust phenomena and offers several problem-solving measures targeting these causes.
