With the implementation of the nine-year compulsory education, and the advancement of quality education, the research of Chinese education has been put forward to an unprecedented climax. During this course, many experts and scholars have made outstanding achievements. Tang County, one of old revolutionary bases in China, has also acquired some achievements. However, these achievements are weaker than those in cities. The outcome of the new curriculum reform admonished the music education in primary and secondary school again, and puts forward a new standard of professional quality, idea and behavior of education. In closed mountainous countryside, however, with a poor acceptance to the outside information, and the deep-rooted traditional ideas, people always thought music education was useless. As we know, music education, which is an organic part of basic education, is an important mean to edify sentiment, cultivate the innovative spirit and practice ability. It also has an irreplaceable role in the cultivation of all around development of moral, intellectual, physical, aesthetics and labor education.To make the rural music education in Tang County meet the requirements of the new era, the author thinks that a whole system which is suitable for mountainous rural music education should be established. On one hand, this system need to get policy support from the government; on the other hand, it also need to take various measures to achieve the great attention of the whole society. This paper uses survey method, interview method, analysis and induction, the methods of theoretical summary method, and considers the elements such as the teachers, students, society, and family, to analysis the status and cause of the rural music education situation in Tang County. Through the further research and thinking, and on the basis of the combination of theoretical analysis and practice, this paper puts forward a series of improvement measures, so as to provide a reference to the development of primary and secondary school music education in Tang County.
