Implementing balanced development in rural compulsory education is not only a long-term tough and important task to our Party and Government, but also a long-term central work for education system. Justice and quality is the core of the balanced development, the teachers balanced allocation is the premise and basis. The level of the teachers directly influences whether the masses could enjoy the right of education equally, which determines the quality of education. Art education, unlike other subjects, has irreplaceable effect to development of human beings. It could foster people's ability to the right aesthetics, beauty appreciation and innovation. The abundant emotional experience is important to foster perfect personality and enhance the social harmony. The art teachers are a main force on student elementary education and quality education. But in the rural area, the quantity and level of art teachers in primary and middle school is relatively weak, which has restricted the development of the art education, inflicting entire education disproportion. Thus, to build a adequate quantity, best quality teaching term in rural area, which mainly contained by full-time art teachers supplemented by part-time arts teachers, is a the key element to improve the quality of art education.As Suixian county is the youngest agricultural county of our country, the edu cation here is rural education, which the system is not completed, the situation is more special, and it also has many conflicts.It still has a long way to go to refor m and to improve the quality of education there. In the first meeting of NPC of Suixian county, the county government put the "develop the county through the e ducation" as an important strategic decision-making, the arts faculty building has a lso been put on the agenda. I take this opportunity to make a reasonable analysis and inquire into the factors which restrict the development of the primary and seco ndary art teachers in Suixian county by investigating the quantity, education, profe ssional ranks and titles, salary, life, ideology and politics, knowledge and ability to structure, continuing education and the allocation of teachers. Through the analysis, the problems are:the overall quality is not high, there has unreasonable distribut ion of teachers, the continuing education is not satisfactory. unreasonable structure, evaluation, assessment, motivation, management mechanism is distemperedness and other issues. Finally, aiming at aboved problems, I made a number of feasible mea sures and recommendations to the county government, to provide some reference fo r the education sector, to make a little contribution for improving arts education in rural areas, as well as to provide the basis for promoting the quality of art teach ers in other rural areas and to make some modest means for the balanced devel opment of compulsory education.
