With the implementation of the policy of family planning in the late199s, rural school-age population is declining and the level of urbanization is continuously improving, some contradictions have become increasingly prominent, such as lack of primary and secondary school students, layout scattered schools, small scale, low quality, in China’s rural areas, especially in central and western rural areas In this background, China’s rural areas, especially in central and western rural areas began a new round adjustment of primary and secondary schools layout.Bobai County, Guangxi Province, the hometown of the author, directed by the higher levels of government integrated to consider the local geography, demographic changes, economic conditions, social development and primary education, combined with needs of the new rural construction and urbanization construction, in accordance with the people-oriented, scientific planning, co-ordination arrangement soverall progress, according to local conditions, the principle of conservation of resources, also began the action of adjustment of primary and secondary schools layout.Derived from professional sensitive, the concern for the development of hometown education, the author take Bobai County as an entry point, do an in-depth study on the readjustment of the current county primary and secondary schools, discuss what problem, Mistakes exactly are in the adjustment of rural education layout adjustment encounter? The author hope to provide new ideas and suggestions for Bobai County and other counties, cities, districts of central and western regions.This paper includes:Introduction, which is about the advance preparation and thinking of this paper, covers the topics of the literature review, research purpose, research methods and research ideas and structural arrangements.The first chapter analyzes the Bobai County situation and educational development of the status quo, makes a brief introduction to the readjustment of a large-scale rural primary and secondary schools in2004, and does an overview of the rural primary and middle schools adjustment.The second chapter is the empirical study, using the questionnaire data obtained by the research, case interviews and pictures, as well as some text information, the author points out the main problems of the readjustment of Bobai County, and to analyze the reasons for the problem.The third chapter provides specific recommendations for Bobai County’s schools restructuring planning and layout adjustments, which is combined with the author’s personal research experience, makes specific recommendations for the layout adjustment, schooling of the children left behind, living difficult of the rural primary and secondary school teachers.
