Education fair is the basis of social equity, is the prerequisite for the realization of economic, political, cultural and other social equity.Education fair is divided into internal education fair (schools, teachers, students) and external education fair (inputs, allocation of resources, policies, etc.). The ultimate goal of education fair should provide better education the most disadvantaged groups. Education fair should be the fair to the whole life.The research to education equity issues of great significance. From the regional perspective, take Benxi as an example to research education fair, on the one hand can provide a certain degree for the overall education, on the other hand, can also provide a fair part of reference to the formulation of education policy in Benxi.All kinds of unfair education issues of Benxi can be incorporated into four areas, school unequal opportunities, the teaching process is unfair, the results of teaching and education is unfair and legal system is not complete. At the same time, each stage of education has its own most prominent and urgent issue. Produce these unfair because the root of the problem, first by the difference between the individual and education (intellectual differences, differences of family background, etc.) and the second is the uneven distribution of education resources, and the third is the impact of corruption education education fair.Education fair is society fair's extension to the field of education, promote social justice is to solve the education fair problem on the premise and foundation.To education, to promote education fair is the fundamental path to speed up the development of education, First, it is necessary to further promote the development of educational priorities, and constantly improve the educational investment protection mechanisms; Second, we need to develop compulsory education baseline standards, the proportion of input upgrade education; Third, it is necessary to vigorously develop rural early childhood education and secondary vocational education; Fourth, we should build life-long education and improve the national education system. The reality path to promote education fair is to reform and improvement of education policy, (1) we must further strengthen the concept of a fair education. (2) clear in achieving equitable education in the process of dominant position. (3) establish a fair education resources allocation mechanism; (4)establish a reasonable share of the cost of education and compensatory mechanisms; (5)deepen reform of the system of examination and evaluation; (6)use moral and legal constraints , suppression effects of corruption on the education fair; (7)Promote school education fair; (8) promote moral standards of teachers, construction of the teacher-student relationship in equality and democracy; (9)promote education fair by law.
