Community Management System Study

Community development and management is the creature of economic and social development. It is the cell of the society, the foundation of harmonious society, the base of modern city development. Strengthening community development and management is of great practical significance. It can upgrade the standards for its citizens and raise the level of the city's urban civilization, extend democracy at the grassroots level, strengthen the construction of organizations of political power at the grassroots level, safeguard social stability, made important contributions to urban reform and development, make our party for the consolidation of its status as the ruling party. Improving urban community development is a significant decision instructed by CPC and the State Council with the aim of strengthening urban administrative work. The management grass-roots unit of society has transformed from unit-based to a social-based. The traditional management system in urban area can hardly meet the urgent needs of modernization of urban development and management. We should improve the legal system for protecting community self-governance, change the role of our government, have the form of multiple structure of the Administration, establish the new organization system. Therefore, the reform of urban community management system is an important issue under the condition of the transition of the economic and social system and the modernization process of urban areas, is a practical and theoretic topic that needs investigation and research.This paper analyzes and discusses issues with the case of reform of urban community management system in Wenzhou city. Wenzhou is the pioneering city in the reform and opening up and is the economically developed region. During recent years has grown rapidly into a port city with advanced technology, flourish economy, a high level of civilization and modernization. Community development and management is of extremely importance. The practice of the reform of community management system in Wenzhou city is based on the previous study research on community construction and community management both in academics and theoretic areas. This study aims to form a reform method suited to our reality and practice, and meanwhile it conforms to our system of government, operational mechanism and the practical needs of people.By means of analyzing and studying various mode of community management system and observing the current situation of the community management system in Wenzhou city, this paper raises a basic view: the drawback and problems caused by current community management system in urban areas severely affect the process of community management and community construction. It is inimical to the manipulation and exercise of politics of governments at all levels, economy and various social undertakings, thereby it obstructs the level of the city's modernization and the city's urban civilization. Therefore, it is both inevitable and necessary to reform the community management system in urban areas. A new community management system that is adaptable to current social environment and condition is required. This study, concentrates on the problem and reasons, also in the light of concrete conditions, proposes five aspects of solutions and methods: uphold and improve the community leadership system, further reform and improve community working system and operation system, improve the community construction renovation, increase input in community, establish community construction development plan, thus to promote the reform of community management in Wenzhou city.
