Part time teachers, viewed as a special teaching resource, play an important role in non-government funded higher level education. They offer the following benefits: to make up for the shortage of teachers resulted from the insufficient financial support received from the government; to increase competition among the teaching professionals; to satisfy the immediate needs of a higher level education; to lessen the impact of the lack of educational resources; to better allocate the resources in bringing us closer to achieving our educational development goals. In this essay, super Y, Fredrick Herzberg's two factor theory, equality and other related topics are used as foundations for this discussion, and it is based on the assumption that a professional teacher has needs in the public school, working relationships, autonomy, power control and self development. After conducting a survey among the professional teachers at several high schools in Qingdao, I have discovered some causes that are affecting a teacher's inspiration. They include reward, group environment, communication, work responsibility, working relationships, work pressure, and self controls. According to my research and analysis, I have a good grasp of the conditions that are affecting the inspirations within the human resources at the high schools in Qingdao. After analyzing the causes and other factors, I have reached some solutions that can help resolve the problems affecting teacher's dedication toward their teaching. To be used as inspirational tools and to realize the testimonial support, I, finally, have offered some suggestions about material and spiritual motivation factor, organization atmosphere and interpersonal relationship motivation factors, achievement motivation factor, independence motivation factor, development motivation factor, part-time teacher's appointment motivation factor, evaluation motivation factor and management motivation factor that would help improve the level of dedication the teachers should have and to provide the education management some new directional guidelines like reasonableness and manipulability, letting part-time teachers participate in decision-making and combining short-term measures with long-term effects of motivation factors.
