China now has the world's first higher education scale,but the quality of higher education is not satisfactory.University administration is one of the important reasons for the low quality of the higher education.University administration is refers to the university in administration management,its organization structure and operation system and administration organs is close to a hierarchical layer system,it has obvious differences of administration levelsin the internal management and external relations.University administration includes external administration and internal administration.The external administration meansexcessive management of government to university,governmenttreatuniversity as subordinate organization,university is lack of the autonomy and its independent legal status is not clear.Internal administration isbureaucratization of internal management,academic power in minion's positionin the relationship between academic power and administration power,the administration power interfere with academic affairs and administration means to handle academic affairs.University administration performance can be analyzed from two aspects:external and internal.Administration of the external manifest as follows:one is the strict administration classification in Colleges and universities of our country;the second is China's leaders in universities are designated by the higher authorities;the third is governments" direct intervention in the education and teaching activities of colleges and universities in our country;the fourth is government intervene our university post set system.The external manifestations of the administration are:first,the internal institutions of universities in China have a strong administrative color;the second is the allocation of resources within the school by administrative means;the third is the administration spread to students.The abuse of administration management in Colleges and universities has resulted in the great waste of educational resources,and has affected the quality of higher education.The reasons of the university administration are the influence of the official standard thought,the highly centralized and efficient management system formed in the history,and finally the transformation of government functions is not in place.Currently some colleges and universities have carried outde-administration reform,the main measures include to removing the principal's administration level,promoting vocational principals;establishing new academic committee and repellingadministration leadership from academic committee;simplifying the administration structure,and the merger of the institution.The existing de-administration reform is confronted with many difficulties,mainly in the concept and the system.Finally,this paper draws on the experience of foreign higher education management system,propose the pathde-administration reform:first,establish and perfect the governance structure of colleges and universities;the second,establish and improve the relevant legal system;third,further strengthen the professor's academic governance status;fourth,actively adjust and optimize the internal organizational structure.
