Hill County, Shaanxi Province, Rural Sports Development Study

China is a large agricultural country, and the government has always pay great importance on agriculture, rural areas and farmers problems. There are nearly 80 percent of the population lives in rural areas, and this has posed a severe challenge for construction, reform and development of the new socialist countryside, as well as the promotion of sports in rural areas. During the course of construction of new rural areas, Three Rural Issues have always been attached great importance to by the party and the government. The party's Fifth Plenary Session of the 16th has put out the great tasks of the building of a "socialist new countryside". Building a new socialist countryside in the rural areas include the contents of the political, economic and cultural fields, as well as the rural sports, public cultural and sports.Hu Jin-tao, general secretary of the party has pointed out that we should coordinate urban and rural development, and promote the building of a new socialist countryside in the 17th Congress report. Properly solving the problems of agriculture, rural areas and farmers, has important relationship with the overall situation of building a well-off society, which must always be looked as one of the most important task of the party. It is necessary to strengthen the status of agriculture as the foundation, and take the road of agricultural modernization with Chinese characteristics, and to promote the establishment of agriculture, rural cities with long-acting mechanism and the integration of urban and rural economic and social development of the new pattern. Rural Sports is an important carrier of an effective means to promote rural social material and spiritual civilization. And its development plays a very important role to improve the mental outlook and cultural boycott of ignorance and backwardness, prosperou rural economy, and to build a harmonious and civilized socialist new rural areas in rural areas. It can be said that without the development of sports in rural areas, there is no comprehensive national sports development, and the development of "new rural sports", and building a new socialist countryside.In order to study and have a better and comprehensive understanding of poverty and development of sports education in rural areas, the author selected Shanyang County as an example and studied the new sports development in rural areas using literature research, field visits, a comparative analysis expert interviews, and other research methods. We are with the aim of adoption of new rural sports healthy development to speed up the pace of building of a new socialist countryside in poverty-stricken mountainous areas. Based on preliminary study, we can draw the following conclusions:1. At present sports faces much good opportunity, such as the new rural economic development in rural areas, farmers having markedly much leisure time, the cultural quality of the rural population increasing year by year, the farmers' more active participation in sports, rural social security system are being maturing, farmers gradually improving the living environment.2. Now new rural sports are showing five characteristics such as values diversity, training means personalized, folk sports, fitness path expansion, development period and so on.3. Half of the village in Shanyang County never participated in physical training, and open space and roads is a major training place. Walking, running, chess is a major training project. The villagers recognized that the function in sport is single, with the main motivation of keeping fit.4. The main factors restricting new sports development in Shanyang County is the backwardness of rural socio-economic factors, the paralysis of the management restructuring, the main force of serious change, the lagging behind the cultural quality of the villagers, the rural poverty and ignorance because of cultural constraints5. The research and analysis has showed that the eight principles we need uphold is adhere to an integrated, people-oriented, differences into consideration and in light of local conditions, progressive, flexible, demand, ecological harmony in Shanyang County.6.The results show the 10 projects to promote the implementation of sports development in Shanyang County is that the comprehensive development of economic drivenning project, constantly enhancing sports in-depth understanding project, steadily promoting the national fitness systematic project, building sports services diversification projects, and actively guiding sports development trend of engineering, physical exercise to strengthen guidance scientific project, the growing diversity of rich sports content, advocating the tree of civilization sports rural wind projects, changing accepted with three pro-poor rural areas sports, sports resources innovation project.
