Based on the outcome of previous researches, this article analyzes the increasing amount of floating population in Beijing year by year and the inevitability of floating people moving to Beijing using the principles of population urbanization, marketingeconomy and industry structure escalation.Via data analysis from Beijing's statistics yearbooks, the reason for floating people coming to Beijing is that Beijing surpassesmost other cities in social and economic indexes like consuming level, urbanization rate, average number of years in education and life expectancy.Floating population presently in Beijing has the characters of staying in Beijing for years, floating as a family with parents and kids, with relatively stable residence, relatively stable job and eagerness to permanently live in Beijing. After studying data and materials, it is found that they still have difficulties in equality of employment opportunities and their children's education. And only small amount of them have social insurance. This article suggests that consideration should be given to these floating population in Hukou reform.. Ways to lessen Beijing's population pressure could be achieved through other ways like developing neighboring cities around Beijing and guiding Beijing residents' relocation. Granting floating people Hukou will also encourage them to buy insurance.
