At present China, rural education is still the mainstay of basic education. In terms of school sports, the author lays the importance in rural areas, puts forward the difficulties in the remote mountainous areas, emphasize weak points on primary and secondary schools in rural grass-roots level. Therefore, this paper is based on the poverty-stricken areas in Liu'an, surveying the football teaching which has a connecting link between the middle school and the senior high school as the object of study, aiming to study the rural and urban secondary school's current situation on football teaching in the specific area and seek a exploration of new theory on secondary school football teaching in Liu'an region, which is also considered as a scientific basis for the management and a decision-making reference to the relative local departments. Besides, it can develop secondary school physical education as well as enrich the theories on the hot topic—Health Curriculum Football Teaching.By the means of consulting literature, interviewing scholars and experts; using methods of questionnaire surveys, mathematical statistics and logic analysis to carry out the investigation and study current football teaching in Liu'an region. The results shows: 1. The reform on the textbook—"Sports and Health Curriculum Standards" has great development in football teaching in the region, which makes room for the development of football, provides wider space for physical education teachers and brings them more new knowledge, new concepts and new ideas. All of these can push some secondary schools football teaching forward to a new look, promote school sports work and let the existing football teaching materials approved by the teachers, leadership, and it is clear that they give a high rating to the teaching materials. 2. The current football teaching carried out in Liu'an's secondary schools is not optimistic, The percentage of football courses in physical education curriculum is much lower than other projects, great difference still exists between rural school and urban school in terms of carrying out the football course: the rate of setting up football course in urban schools is significantly higher than that in rural areas; in addition, shortage of football teachers , lacking professional and young teachers , low education qualification, low title, little working experience, complex types of PE teachers; on top of this, there are still many shortcomings among these PE teachers: having a limited recognition on football teaching, the narrow viewpoint of accepting new knowledge and new ideas, less further education, PE teaching mainly relying on outdoor-orientated courses, teaching content focusing on basic skills, simple tactics and physical exercise, and the lessons carried out by formalism with simple teaching procedures; the form of self-study taking up most indoor football lessons as well as unreasonable time arrangement which is unable to meet teaching needs and many lessons replaced by "the backbone lessons".3.The methods of football teaching in Liu'an secondary school is still the traditional way, teaching evaluation and assessment is not scientific and reasonable, big difference in playground and equipment still exists between rural schools and urban schools, time limited extra-curricular activities and less football competitions are not able to meet the needs of the students, which also can't guarantee the normal process in organization and implementation, apart from that, it is affected by the school's own condition and the finance problem, all of these above lead to a tough future.
