Taking university counselors as the research object, the paper bases on the competence theory and the practical experience. Through the methods of interview, questionnaire, statistic analysis and generalizing, it has created the Questionnaire for University Counselor Competence. Involving 240 counselors of six universities in Beijing, the results of the questionnaire are quite reliable and effective.The Competency Model of University Counselor has been established by the characteristics factor analysis according to SPSS AMOS software. The model is composed of five latitudes and 43 items of competence. The five latitudes are: political and theoretically accomplishment, personality, working quality, ability of supervising students and ability of developing the students and self-developing. The 43 competence items are:(1) Political and theoretically accomplishment: political accomplishment, ideology morality accomplishment, acquaintance of students' majors, professional knowledge, theoretical accomplishment and knowledge storage;(2) Personal cultivation: personal charisma, humanity cultivation, honesty, sincerity, self-respecting, consideration, affinity and comprehensive quality;(3) Working quality: equity and justice, spirit of dedication, concerning for students, principle, patience, hardworking, carefulness, loving heart, tolerance, enthusiasm and responsibility;(4) Ability of supervising students: understanding and respecting, innovative ability, psychological consultation ability, oral express ability, communication ability, ability of listening, observation ability, ability of catching information, ability of researching, teamwork and corporation and ability of organizing and harmonizing;(5) Ability of developing and self-developing: life experience, ability of self-examination and cognizing, self-control, ability of developing others, self-study, ability of identifying and directing;Based on the establishment of the Competency Model of University Counselor, the paper investigated the practical competency level of the university counselors. The result indicates that the competency levels of the university counselors are high and the counselors who are over the age of 51 or with the master degrees or with more than 8 years work experiences have higher level of competence. No significant difference is found among the counselors with differentiation regarding to gender, training experience or whether it is full-time job or not.According to the conclusions, several suggestions are proposed for the university counselor's education and professional development. It also provides important application for counselor recruiting and selection, training and development, performance management, and salary management as well.
