The Community Of Civic Education

"Strengthening the Education Consciousness of Citizens", which was proposed at the 17th Party Congress, is a task to be pursued based on the basic state of our country and the construction of political civilization situation. Meanwhile, it is a necessary request for further implementation of the Scientific Concept of Development and the overall development of human beings. In light of the fact that the pursuit for the Education of Citizen Consciousness has been emphasized by the documentation of CPC, it is evident that the cultivation of citizenly consciousness is not only a matter of the individuals, but also a requirement to be implemented by the society, the government and other related organizations.With the reform and opening up, China has experienced a rapid development of cities. As a new basic phrase form, community has been a basic element of our city. For a community, an important element for its existence and development is that citizens have modern citizenly consciousness and public participation spirit. The education of citizen consciousness in urban communities is an important part of the consciousness education. There's an outstanding problem of current citizenly consciousness education: with the dramatic development of the cities, how to construct new system types for citizenly consciousness education? For community residents, how to achieve self- management, self-education, self-services and self-supervision? For development of a harmonious society, how to cultivate citizens to embrace conception of socialist democratic,legal system,freedom,equality,fairness and justice, which enhance development of urban democratic politics?By reviewing the implementation of the policies, the paper is supposed to make a search on the basic model of citizenly consciousness education carried out in urban communities, analyses the problems and deficiency in the practice and probe into the responsibilities of the grassroots government agencies with regard to the education of citizen consciousness in communities as well as the means of the implementation of the education of citizen consciousness. The paper is of vitally importance for the strengthening of citizenly consciousness education in urban communities, for the improvement of the quality of citizens and the maintenance of citizenly rights and benefits, and also for promotion of urban democratic politics development.
