In the past 30 years, international higher education mobility was exploded swiftly in worldwide as a main aspect of the internationalization of higher education, and there are many terminologies for this phenomenon. But only a few of them could be found in the contexts of polices of UNESCO and some countries, like transnational higher education(TNHE), borderless higher education(BHE) and offshore higher education(OHE), cross-border higher education(CBHE), others are only used for research.TNHE, OHE, BHE, CBHE still have their different ranges of application. The first two normally refer to those international education program held on the lands of another country, BHE has a very wide meaning of different borders, and it refers to distance learning and online education while in higher education. CBE is a term includes education export and import, respecting national sovereignty and it could describe this complex phenomenon of international education mobility correctly.CBE is influenced by natural factors and external powers. Natural factors which cause the international higher education mobility of individuals, universities, organizations and institutions include different discrepancies, like economic, cultural, political and educational. The external powers which cause the international higher education mobility of individuals, universities, organizations, programs and institutions are from politics, organizations, profits, and regional integration. Natural factors are the main driving force of individual mobility and external powers are the main driving force of the mobility for institutions and programs, which is the main side of CBE.The practice of CBE diversifies in different countries. For now, main countries of higher education exporting pay more and more attention to quality assurance, while the rising countries of higher education exporting try every means to increase the quantities of offshore programs and international students. For example, Australia benefited from promoting different terms and international education mobility, but its offshore programs are decreasing because of quality control and the competition with British higher education exporting. China uses "THN" as their main term of international education mobility. Many scholars misunderstood that "THN" was equal to "Sino-foreign Cooperative Mode for Running Schools". There are no such legal polices for exporting Chinese higher education.In 2004, UNESCO issued Guidelines for Quality Provision in Cross-border Higher Education to to protect students and other stakeholders from low-quality provision and disreputable providers. Some American and European countries have implemented some actions to assure the quality of cross border higher education. In China, there still have different concepts of international education mobility, and it needs more policy guiding for integrating the import and export of education.
