After 30 years of the opening reform, the higher education of our country has changed greatly. many local colleges have developed and been set up with continuously extending of the higher education scale. The process that the extending of the higher education scale also change the elite type into popular type makes the quantity of art students larger and cause the unemployment of them. This article consider the main cause of the problem as the transformation of art talents training model in the local college. under the present situation, local colleges should face the background of higher education popularize implementation, satisfy the demand of local economic structure adjustment, devote major efforts to develop arts applied talents by combining its own development strategy. By asking for help from a comparative angle, this article analyzes and tallied up the experience of Germany and Australia having the fresh clear special feature at the school of arts applied talented person. Connect down, this article purchase to carry on theoretically of construction of arts applied talents cultivating mode. In the end, this article investigate and analysis the practice of arts applied major in the Guangxi Normal University, and then put forward homologous improvement strategy and development suggestion.Therefore, this article will come through four parts of topics discussed:Section one mainly inquired into the signification of local colleges in the our country have to develop arts applied talents under the current situation. Section two are based on the analysis of arts applied talents training mode on the unique German-Australia and concluded to our current situation of liberal arts applied talents training mode of relevant enlightenments. Section three firstly identified the elements of arts applied talents training mode, then describe these elements such as liberal art talents training target, training system, training methods and quality guarantee system and other aspects on the theoretical construction. Section four is based on the theoretical construction of arts applied talents training model, through its investigation into arts applied major in the Guangxi Normal University to determine problem, and puts forward some suggestions to the practice, in order to help China's other local colleges and universities to construct arts applied talents training mode.
