Competence is an individual potential characteristics which is related with effective or excellent job performance, and can predict a person's behavior when somebody work in complex situations and plays an important role, and can continue for quite a long time, including: motivation, characteristics, self-concept, knowledge and skills(Lyle M. Spencer, 1993). Competence is mentioned firstly by Professor McClelland at "Testing for competence rather than intelligence" in 1973 , it suggest that traditional academic ability and knowledge and skills testing can not indicate the level of job performance and success of personal career, and also exist a serious bias in race, gender or socio-economic status and other factors. Therefore, he proposed to use the evaluation of competency to replace the traditional measurement of intelligence. Competence theory can not only provide a reliable basis for the personnel selection, training, development of organization, but also have great significance to enhance the performance of organizations.The author selected four special primary vocational school teachers in Shanghai as the research subjects, made authentic exploration and research on the competence characteristics of teachers in Special Vocational Education by means of Behavior Effects Interview and Questionnaire Investigation, and explored the necessary competence characteristics which special vocational education teachers in our country must to have to achieve a higher performance.The following conclusions are included: (1) The special vocational education teachers competency include nine dimensions: professional ethics, professional qualities, personality traits, interpersonal skills, teaching strategies, psychological qualities, cognitive ability, organizational commitment, achievement motivation. (2) Using the correlation analysis between the scores of competence self-assessment questionnaire and teacher performance, we found the two are highly related, and the questionnaire scores could distinguish the excellent and the general teacher, and it verify that the effectiveness and reliability of the competence structure of special vocational education teachers. (3) According to the results of statistical analysis, Shanghai special vocational education teachers' competency is comparatively satisfactory, the scores of professional ethics and organizational commitment are highest, but the scores of professional qualities and psychological quality are the lowest ones; it exist significant differences between excellent teachers and general teachers in professional ethics, personality traits, interpersonal skills, cognitive ability, organizational commitment, achievement motivation; it exist significant differences in the professional qualities and achievement motivation between male teachers and female teachers; there was a significant difference in teaching strategies in different tenure of teachers; the variables of qualifications, job title, job does not exist significant differences . The exploration of competency to special vocational education teachers can provide a basis for the selection, training, assessment, promoting of special vocational education teachers, It has an important guiding significance for exploring an effective cultivate theory and enhancing the professionalization of special education teachers and improving the quality of special education.
