The core of the quality education is to train students in creativity and innovative spirit, to cultivate the ability of analyzing and solving practical problems. The new history curriculum reform requires to change the learning way, and to guide students to participate actively in the teaching process, and to ask questions bravely. The creation of situational questions is necessary for this. The creation of "problem situations" is that teachers create a "discordant" between student's psychological knowledge and teaching materials, and with the introduction of a problem put students among the relevant situation. In such situations students are pushed to understand the urgency of the desire for knowledge, to explore the behavior so as to complete the teaching mission.This paper mainly discusses how the five aspects are used at school history teaching in the creation of situational questions. First: the theoretical basis for the creation of situation about the issue of school history teaching. This one is discussed mainly from four aspects: learning way , basic psychology of thinking, the study of brain science and psychological foundation of emotional teaching .Second: the basic principles in the creation of situation, namely the heuristic principle, the development principle, the entity principle, the order principle and the openness principle. Third: elements and case-based research in the creation of situation, that is from the content element, motive factor, and the premise element to describe. Fourth: strategies and case-based research in the creation of situation, from the establishment of the dominant position of students, motivating students a strong sense of their problems, varying from person to person, and actively creating a variety of historical issues. Fifth: the history teaching in the creation of questions should deal with several kinds of relations, namely, the relationship between teachers and students, the historical facts and historical interpretation, the relationship between cognition and experience, process and results. Through the creation of the "problem situation", there is great significance for student's innovative spirit and practical ability.
