In order to put the study in a dynamic historical context, the research mainly reviews the important changes of Higher Vocational Education in China since 1999 to 2009, and analyses the relevant national policies.The article includes five parts:The first part includes the topic origin, the meaning and methods of the study and the research summarization. The second part introduces the characteristics of Higher Vocational Education in several foreign countries and Taiwan. It aims to reveal the basic law of Connotation Type Development of higher vocational education, that is, closely linked to economic and social development in order to meet the needs of the regional structure of talent training. The third part is the analysis on the development and relevant policies of Higher Vocational Education. Part IV explores the connotation of "Connotation Type Development of Higher Vocational Education" and analyses the meaning and content from three dimensions. Connotation Type Development is the way we have to promote the development of higher vocational education. It is about how to deal with the relationship between quantity and quality, scale and efficiency. It aims to promote the change happen from "supply driven" to "demand-oriented", and to "development orientation". It helps to build the modern vocational education system and promote school-based development. Firstly, higher vocational education has to follow the Qualitative quantitative change rule that that everything have to obey. Secondly, as a type of higher education, it has to reflect the difference between it and other higher education. Thirdly, higher vocational education has its own social attribute, namely, to promote social equity and boost economic development. The fifth part discuss the main route for Connotation Type Development of higher vocational education from three aspects, that is, specialty building, teaching staff optimizing and training base construction.
