In 1999, China expanded the university admission of students scale for the first time. In the past 10 years, the changes in industrial structure and the reform of university students'employment policies allowed most of students no longer the old "lucky." In particular, in recent years, the employment of university students has become a social focus. After three or four year education, they joined in the ranks of NEET. The growing number of NEETs will bring risks and dangers to social development and progress. The formation of NEET is a significant loss of human capital investment to their families and our nation. Therefore, it's essential to research the college-graduate-NEETs in order to help this group return to work.In the process of sorting and researching the original literatures, the author found that the existing researches stayed in the sociological level mainly which lack of economics research, especially in labor economics. While the phenomenon of NEET is a waste of human capital, and long-term NEET will result in devaluation of human capital.Therefor it is necessary to research this special group from an economic point of view. In addition, the original research lacks of empirical work. In the third part of the paper, the author made an investigation in the NEET basic personal information, job searching process, the living condition and future plans. In the course of the study, the author found that most of them lacked of professional skills, positive and effective employment-mentality, and unclear location of the career. There are many reasons of this phenomenon. This paper mentioned five:the social factor, the school factor, the family factor, the individual factor and the economic factor. Based on the analysis of the present situation and the analysis of the reasons of NEET, this paper obtains conclusion--NEET is "not the rationality" behavior through the cost-income comparison in economics.After discovering the above mentioned issues, this paper presents three suggestions. First, college-graduate-NEETs continue to invest in their human capital to avoid the devaluation; second, the university should improve the employment guidance and promote comprehensive development of students; third, parents should establish a new concept of educating children and update the concept of family education. Only the community to work together can realize each person to develop his talents, so that fewer and fewer college graduates join in the ranks of NEET, more and more college-graduate-NEETs return to our society.
