Since1980s, the developed countries, EU and U.S., all have expanded the scope of higher education, and stepped into the era of popularization of Higher education one after another. The developed have built up Higher Education Quality Assurance System and made international cooperation to avoid decline in Higher education that is due to increasing numbers.A series of developing countries have attained the opportunities, been in industrial development phrase step by step and continue caught up with the developed in the economic field since 1990s. Some developing countries that have made outstanding performance are called "new industrialized countries", in which the typical are named BRIC (Brazil, Russia, India and China). In virtue of the need of national economic development, Higher education in 4 countries have gradually made large--scale expansion. However, they are confronting the contradiction between quantity and quality development even faced by the developed as well as realizing the scope of higher education. They, then, have adopted the models of the developed,that is, establishment of Higher Education Quality Assurance System, in guarantee of quantity an quality developmentThe thesis partly makes the comparative study on Higher Education Quality Assurance System from administrative management's perspective. As there are so many similarities in many aspects for four countries, like economic development, background, especially socio-economic development demand for higher education, the purpose of the thesis is to provide reference for improvement of China's Quality Assurance System by revealing practices in three other countries.The thesis makes the research on construction of Higher Education Quality Assurance System in four countries by probing over policies and regulations, quality assurance agencies and system of their responsibilities and activities in terms of government management divided into two approaches, legal and administration. Policies and regulations are the basis of establishment of Higher Education Quality Assurance System, not only endow the legal statue but institutionalize quality assessment and identification. Besides the legal policies,4 countries have also identified responsibility for quality assurance of relevant government agencies, established unattached quality assurance body, implemented activities of quality assurance related. Due to the impacts on historical traditions, Higher Education Management System and so on,nevertheless, quality assurance system in four countries have their own features as well as a lot of common ones。...
